I can't add a payment method

My wallet was stolen and I cancelled the card that was on file. I'm trying to add another payment method, but I keep getting a pop up message saying that my primary card (the one that was cancelled) needs to be verified. When I try to remove said card, I get another error message that I need to add a payment method. Seems like the worst catch-22. Anyone else experience this? Why won't it let me add another payment method? You'd think apple would be thrilled.
