Issues With Updating and Installing Apps

ever since i connected my visa account to my iphone i’ve been having tons of problems. it won’t let me update or download any apps. when i try to, it says “update billing info” or whatever because it failed. i don’t usually have much money in my account. i believe this happens because the purchases i make don’t charge my account immediately, and i have no idea that i don’t have money because it doesn’t tell me so. so now i literally can’t use some apps or download anything because of this. i can’t find ANYTHING on google when i look for this problem.
