Sounds like the person you spoke to doesn't know how iPhones work on their network.
You can stop using iMessage/FaceTime and that would stop the messages. See below for how to shut it off. You MUST do both steps to stop the messages. Information courtesy of Lawrence Finch

I called them for the 3rd time and they told me something wrong in my iPhone and apple should solve this now I don’t know what can I do if there’s something in my mobile how I can solve it and if not what can i do I don’t want to stop iMessages on my mobile I just bought this mobile 2 months ago and that’s what happened, i was having iPhone 6 Plus before and I didn’t face this problem

It is more likely Vodafone's problem. iPhones send texts to a number in the UK for activating iMessage and FaceTime.

Contact Vodafone. They're a supported carrier in Egypt and should not be charging you.

I contact Vodafone again and they said the messages appears on their system as international usage and apple should stop sending these messages to UK please help me with that
I’m so sorry I noticed now this problem is from my old iPhone 6 Plus trying to activate iMessages all the time it’s my fault but now i want to know how to stop this on iPhone 6 Plus, sorry again
