How to "join" a chapter title with returns in the table of content in Pages?

You cannot join ToC entries.

The only way to produce "1 THE FIRST MONTH" in the ToC entry is to do so in your body text. This could be a white-color numeral 1, but that obviously offsets "THE FIRST MONTH" text entry. The separate, antecedent "1" could be bold body text in the same font size, and it doesn't get picked up by the ToC generation.

Each paragraph is a separate entry in the TOC.

Only way around this is to expor the TOC as text and reimporting that text as a manual TOC, then reconstructing the links if you want those.
