Cellular setting are blank

My iPhone 7 from 2017 cannot connect to a network carrier. It is continually Searching. In Settings the Cellular screen is completely blank. I Restarted the phone. I removed and replaced the SIM card. I Reset Network Settings but no change. Does anyone have any advice? Much appreciated.
