I accidentally deleted an iMessage thread that I want to get back and I’ve been trying to get it back. I also attempted to reset my iPhone in hopes that my iCloud has it stored but that last time I back up my phone was on Oct. 8th. Does Apple itself have my recent backup from May 23, 2019 before 8pm ?

No. Backup is user responsibility.
Unless you have auto iCloud backup enabled.
Settings > [your name] > iCloud > iCloud Backup > On
It will then backup while charging if connected to wifi.
