When I try to use a custom label one entering a contact, sometimes it appears and other times it does not

Welcome to Apple Support Communities. I understand that when you try to edit a custom label for a contact on your iPhone there are times when you don't see the changes saved. I know it's important to be able to customize your contacts; I'd like to help. First, use the resources below to close the Contacts app, restart your iPhone and test for the behavior:
If you continue to see the issue, can you let me know what is listed for your default account in Settings > Contacts?
Do you know if you're syncing contacts through a third-party mail account such as Gmail, Yahoo!, or Exchange?
Does this happen repeatedly with the same contacts or does it vary?

And that is why you can't use a custom label. Most Exchange accounts restrict that feature. If you add the numbers to another account, such as iCloud, you will have access to custom labels.

Your contacts will be store in iCloud, not Exchange. If your Exchange account is through an employer, this is for the best. Should you change jobs, you'll lose access to that Exchange account and anything you've stored in it.
I am afraid the response was not helpful. My problem is when I try to enter a new contact, the program will not give me the option of custom label for the telephone. My default account is exchange.
