How to stop programs from running on mac

So I want to quit a background process which after I quit it in the activity monitor which boots up again, my goal is to stop it from running (Like in windows you can disable programs from starting at all). Also can I stop said program from terminal too?

On a Mac: Remove Item from the Login Items list

Go Here: macOS Sierra: Open Items Automatically When you Log Ln - Apple Support

——-

Go To: The Finder Menu > System Preferences... > Users & Groups > Click: the User Name > Click: Login Items tab > Select: the Enlisted Login Item > Click: The Hyphen Button.

The Hyphen Button is Used for this action, being that anyone would decipher it as a minus sign: something that is used as a method to rid of an enlisted item.
