How can I increase the system font size on the iMac 24inch early 2008 I inherited? Its running OS x El Capitan.

Look in System Preferences > Display for the display-size scaling settings
I don’t have an El Capitan system around to check, but this area hasn’t changed much...

You can increase the font size for Finder icon text, but beyond that, you will have to follow MrHoffman's recommendation.
For Finder icon text, press ⌘-J on the Desktop or Finder window to Show View Options.
