Pairing Failed Apple Watch

When trying to pair my apple watch, i get an error message "pairing failed" and to start over...then it says it's unpairing my apple watch. I have tried restarting phone and watch, turning bluetooth off/on, and manually pairing. Nothing works. Also note that it is a brand new Apple Watch (series 4) that I am trying to setup. So I cannot do anything with it yet.

I decided to restart my watch to see if that would help and then started the update process manually. It kept timing out so I reset my watch. In the process it unpaired from my phone. My new Apple Watch won’t pair to my phone. Keep getting a pairing failed message. My iPhone is completely updated and when I try to pair it to my watch it says pairing failed and I have to keep starting over when I try to update my new watch. Brand new series 3 Apple Watch and I have an iPhone 6

Apple Watch cannot update or pair Apple Watch series 3 has been factory reset and it will not pair to any iPhone. Can start to pair manually or through the camera animation, once it verifies the software it says it must update to continue pairing. Trying to update gives the below error consistently. As stated before the watch is factory reset, cannot be used unless it’s paired; phone is fully updated and connected to a solid Wifi source. Both devices are fully charged. Have tried hard resetting the phone (tried multiple phones and reset them all), resetting the phones network settings, on and off WiFi, deleting and reinstalling the Watch app, etc. We have tried literally everything all the forums have suggested. Posting in hopes there has been something we missed
