OK, here's a very simple test. Restore your phone to factory settings and do not restore a backup. Do not add any features, do not log in to your Apple ID or iCloud, and don't create any email accounts. The check your battery performance. If the problem is still present your phone has a hardware problem. Here are the instructions for restoring to factory settings-->Restore your iPhone, iPad, or iPod to factory settings - Apple Support
Phone charge lasting half as long or less since 12.3.1 update.
What gives Apple?
This is about what mine is doing too. iPhone 7. Takes about 7 hours to go from 100% to 11% with almost no use. Just lying on my desk with a couple text messages coming through. It never did this until the upgrade to 12.3.1. In Settings under Battery it says the the Home & Lock Screen are eating most of the battery charge.
So what's the fix? Does the downgrading to IOS 12.3 work? I'm about to try it because the phone is becoming a hassle to use with this quickly a battery drain going on.
Battery drain on the iPhone SE since switching to 12.3.1 is appalling. I have literally just watched, in real time, my battery drop from 50% to 12% with no apps running at all - just the homescreen. At midnight last night the phone was fully charged - this morning, at 0700, it was down to 50%. Half its charge gone, without even being used (and no background app refresh either). While typing this (just typing!) its gone from 12% to 10%.
Clearly there is something wrong with the update.
Same problem as everyone is reporting since updating to 12.3.1 - I have an iPhone SE:
Battery drain from 100% to under 50% in a matter of hours (without using phone, apps, email, etc).
"New feature" is that it also spontaneously shuts down - and then it turns back on at 10% power!
Prior to this software "upgrade" I was charging my phone every 2 days - now it won't hold a charge for half a day!
If your phone is overheating you probably have a hardware problem with your battery or the power IC. You need to click on the Contact Support link at the top right of this page to start the service process.
Just want to point out that my phone is a relatively new iPhone 8 (less than 6 months), so it's not the battery that is in cause. Everything was fine before I applied the 12.3.1 update. I have tried to backup my data to iCloud and restore from backup, as it was suggested on this forum, but the problem is still there. I disabled SIRI and it has helped the battery life a bit, but it is still draining.
Has anyone tried updating to the new 12.4 that was just released? I an normally reluctant to apply updates when they are released, but with the battery problem, I am tempted to update and see if its solves the problem.
I was able to solve the sudden battery drain issue with some Genius help. After some careful analyzing we simply used the ""Reset Network Settings" option under settings/general/reset. This seems to have solved the issue that started right after I upgraded to iOS 12.4. So, even though my battery is at 88%, it seems to be working well enough for my admittedly heavy daily use.
You don;'t have to dump either app and if you are using them that may be an accurate representation. Try deleting them and downloading them again and doing a forced restart of your iPhone before using your iPhone again.

I don’t have any Siri usage and I’m still having the same issue so that’s not it.
I have an Xs Max.
I don't use Safari much, but for sure Mail all day long.
Chrome battery usage may be comparable to Safari though. It's the app using most battery for me, 2nd only to Google Maps.
