if I play a track on I phone with the cloud image whilst not connected to WiFi does this effect my data useage and why does it only download some and then stop and then continue with a circle spiral then return to cloud image

My new I pod touch has added my entire library to my I phone 9000 + songs and most won’t download leaving the cloud . Is there a way to stop the buffering as I cannot download this content . Alternatively if I purchase a contract with unlimited data this will solve the data problem .
