Webpages, e.g. my reservations on United.com, are showing all the times three hours earlier than the actual flight times, regardless of the actual time zone of the flight.
Google Chrome shows the times correctly.
What do I need to change in Safari to fix this?

I rebooted my computer and the times in Safari pages are now showing correctly.
I don'y see how your suggestions are relevant as the issue was when Safari displayed a web page but did not occur with Google Chrome - so administrative account, Safe Mode, etc. don't seem relevant.
I will keep your suggestions on file if/when the issue reoccurs.

Try setting up another admin user account to see if the same problem continues. Please post back on whether or not this worked. Also try the Safe Mode. Please post back on whether or not this worked.
Isolating an issue by using another user account
If it works in the Safe Mode, try running this program when booted normally and then copy and paste the output in a reply. The program was created by Etresoft, a frequent contributor. Please use copy and paste as screen shots can be hard to read. Click “Share Report” button in the toolbar, select “Copy to Clipboard” and then paste into a reply.
