Purchase Sharing Family feature
My family has purchase sharing on and we bought Minecraft, but some people in the family can’t download it. Please help.

Share App Store, iTunes Store, and Apple Books purchases with Family Sharing
With purchase sharing, you can give your family members immediate access to each others’ apps, music, movies, TV shows, and books.*
You can set up purchase sharing when you create your new Family Sharing group, or you can turn it on for your existing family. With purchase sharing, one adult in the family—the family organizer—agrees to pay for any purchases from the App Store, iTunes Store, and Apple Books that family members make while they're part of the family group. Then everyone in your family can access the music, movies, books, and apps that other family members buy, and enjoy them on their own devices.
You can see and download your family members' purchases from your iPhone, iPad, iPod touch, Mac, Apple TV, and PC.

Everyone has purchase sharing on, but I can’t view a family member’s purchased apps in the App Store. They still appear in the family when shown in Settings.
