when i call someone, it rings and rings and eventually it says call unavailable and hangs up, but my call log lists it as “cancelled”. does that mean the person received my call and declined it? or does it mean otherwise?

You should double-check with your cellular voice provider, but I think the call recipient hung up on you or is using an app to block you.
