Face ID set up problem

I recently upgraded to iOS 12.3.1 and the face ID stopped working after few days. I tried resetting but cannot go past first step of 'position your face within frame'. It constantly prompts me to move the iphone 'higher/lower. But unable to position the face.

Kindly help

If Face ID isn't working on your iPhone or iPad Pro - Apple Support

If the issue still persists, have your device inspected at an Apple Store or Authorized Service Provider:
