Face ID on iPhone XR not working

My Face ID on my iphone XR isn't working. When I go to settings to try to reset it, it instructs me to "Position my face within the frame". When I do so, it instructs me to "move the iphone a little lower" but then gets stuck there and the picture (my face) comes in and out of focus. Any suggestions?
