I use iTunes 12.9.5.5 on Mojave.
I have some new album without any rating (song & album).
Once I set the album rating (song get gray rating, It's fine) and then try to play any track in album.
The track will got the blue color rating as same as the album rating.
Is this a bug or for propose?
Oh, that is very odd. Not seen that happen before. Pretty sure that is a bug. Use Feedback - iTunes - Apple to report it to Apple.

See Handling grey stars - Apple Community. It has been suggested there might be a bug where autoratings triggered on a device may sync back as manual ratings.

If you never seen that. Maybe that not bug for iTunes.
Just close the NepTunes app and everything is normal.
I should mail it to NepTunes.
