There does not appear to be a Shuffle by Album feature on tvOS, but is it perhaps possible to achieve Shuffle by Album by pre-shuffling a playlist on iTunes and then playing it on the TV without locally shuffling?
I can't see how to do it, but I have the vague idea that it might be possible.

It's like someone at Apple hates classical music with such a passion.
But frankly, the tvOS interface with music is so unbelievably poor, I doubt I'll be using it any more.

Actually, you've found the solution: if you have Shuffle by Album switched on, the random selection is done by album.

You can't pre-shuffle a list in iTunes. You can make a smart playlist that is chosen at random, but that works by selecting random tracks, not random albums.
