bluetooth does not see headset

My new IPad (6th generation, IOS 12,3) does not seem to recognize my bluetooth headset, Rapoo S500. It keeps on searching for bluetooth devices. My old IPad found it all right. I shut the old IPad down, but still the new one cannot 'find' the headset. What to do?

Are you putting the headphones in pairing mode per the instructions you received with them? Your new iPad won't see them if they are not in pairing mode.
