Photos not being shared to one device via iCloud

One of my apple devices has stopped sharing photos via iCloud. When I look into the settings and try to reset iCloud sharing I get - iCloud photos is only available on macOS Standard mac extended and APFS formatted volumes - whatever that may mean. Sharing has been working well for several years but has now stopped on this one device - all others continue to share
