I had iPhone 6 plus earlier and i got it backed up in January 2018 with password. My later back up (July 2018) was without password so i lost health data so I lost it on iPhone. Later I moved to iPhone XR. i have taken latest back up with password. If I restore January 2018 back up on current iPhone XR, will i get old health data restored ?

Yes, but keep in mind that the restore procedure overwrites all your current data on the device. Restore is a sort of "all or nothing" (if you do that, you'll have on your XR all the data backed up on Jan 2018).
