iCloud Back is not available

I installed a new version of iOS 12.3.1 on my new iPhone XS in order to be able to download iCloud backup, however the backup still wouldn’t install as it shows that the iOS version on my old iPhone 8 is 12.3.2, which is a later version. How is this possible? Both iPhone appear to be up-to-date and there is no newer iOS version available for download on my new iPhone XS.

The iPhone 8 does use iOS 12.3.2, while all other iOS devices currently use iOS 12.3.1.

This is a temporary situation. You will have to wait until Apple releases an iOS update, which should happen soon.
