My phone has over 1700 songs on it. My iTunes only has a little more than 600. Only purchased songs are showing in iTunes, on a new PC. All the other songs were downloaded via my cd library ages ago. I am not computer savvy and I am scared to sync my phone to new PC in fear of losing over 1000 time consuming songs. Any serious help is greatly appreciated.

If those songs ripped from CD are important to you, you should make sure they are in the iTunes library on your new PC. If you can still access the old computer, or a backup made from the old computer, you can copy them across. (See https://support.apple.com/guide/itunes/move-your-itunes-library-to-another-computer-itns3230/mac .) Once the library is intact, you can then sync the phone.
If the old files re not accessible, then you have some more complicated options, such as re-rip the CDs, or extract the songs from the phone:
