Windows 10 will not go to sleep, wakes up within 15-20 seconds when selecting the Sleep option

I brought a new Mac 27inch 2019 base model and loaded windows 10 on bootcamp. I am having problems with the machine going to sleep. I have tried all the common solutions (reload drivers, check long running programs, etc) and even talked to Apple and Windows support. Nothing helped. I loaded the latest Radeon drivers from AMD as well. Any suggestions what I could do next? The Apple support directed me to Microsoft. Microsoft support is directing me to contact AMD. I haven't contacted AMD yet.
