iCloud video quality

I have taken some videos in 4K and have been very good quality but then a couple of weeks later I go to view the videos and the quality is terrible, how can I get the original quality back? There seems to be no way of doing it

Low quality iCloud video All my videos in iCloud are in low-resolution quality. Apple support says "we don't know, that shouldn't happen". Example: I shoot a video by iPhoneX 4k60fps 40 min. In iCloud it weight ~30mb and looks like 480x360. Please help! I read some advices like a "click download on iCloud, choose "full quality", although I do not have such option in iCloud.

Low resolution video stored on icloud - WHY?? I took 4K video on my iphone13pro. It synced to my icloud storage. When I download it from icloud to my PC instead of it being 4K video it's a 1280x720 mp4 file after it's downloaded. The same file transferred to my PC over a USB cable comes thru as a 4K file. What's going on? I just spend hours editing a video only to find that all the video files I downloaded from icloud were 1280 instead of 4K.

The videos on iCloud.com are stored in their original resolution and quality.
