IPhone Xs stuck in restarting/ data recovery cycle?

My IPhone Xs’s screen went black and wouldn’t let me do anything with it. After reading online I tried to restart it (volume up, volume down, hold side/Siri button) but no apple logo appeared. I also read that if this doesn’t work to plug it in, which I did but didn’t seem to make a difference. When I left it for about 10 mins my home screen shows up and asks for my password then freezes on the last number for about 20 seconds then tells me to swipe up to restore/recover. Which I do which then goes to a screen with a bar running along which never moves and ‘attempting data recovery’. It stays on this screen for about 20 seconds before switching off and starting the whole cycle again. If I press the lock button at anytime it also restarts the cycle. Although it is also plugged in it doesn’t say that it is charging even though I left it for 3 hours and it was on 70% before this happened it is really low on battery.

Any help would be appreciated as I don’t have access to a computer to connect it to iTunes and I don’t want to loose all of my photos.
