Voicemail plays the SAME MESSAGE no matter what.

I’ve deleted the message it plays. I can see crappy partial transcriptions of the messages I select to hear, but the audio is always of the same old message. This is frustrating. I’ve rebooted, updated, and done a factory reset. Seriously, this is so bad I may Fitch this IPhone XS for an Android.
