My IPhone Charges Downwards

So I have a situation where I put my phone to charge, and I’ll come back later and it’ll be at a lower percentage when it’s been charging the whole time. Especially when I’m using it while it charges. It’ll be at 5% go down to 4% and then my phone dies. Anyone else have the same experience?
