403 Forbidden Apple Code Support

Hello,


we are experiencing 403 Forbidden Apple error code only on apple support pages as well as apples repair pages. We’ve reset our modem/router back to factory settings, tried different devices, contacted our isp, and have contacted Apple. So far there is no resolution besides using vpn on the same pc and network. We’ve cleared cache, history, and different apple IDs and different browsers (chrome, internet, Firefox etc. The only way it works is if we use the app on our iPhones and it will allow us to chat or set up repairs on there. Any idea who to contact at this point. Also I believe that Apple servers are blocking us because when we ran diagnostics on our pc for url issues it says admin of site is blocking you? But why and how does one fix this? Also we only have windows PCs no macs
