Resetting my MacBook air

The MacBook air I bought from the previous owner was not whipped right and it has a file folder that blinks with a question mark on it and won't go beyond that how do I factory reset it? Command R doesn't work and I want to enjoy my MacBook air.

Not much you can do if CMD+R doesn't work, drive may be dead.


Have you tried a PRAM reset, CMD+Option+p+r...
