Why can't iI combine desktops? mac 10.14

I love Spaces & use it a lot. But occasionally I can't combine two desktops. I follow the same procedure and simply drag one on top of the other, each contains a unique, full screen display. I've tried a lot of permutations (different apps, same app but different windows, MSFT to MSFT, MSFT to Chrome...) and can't figure why or when it happens.

HELP!

Apps in Full Screen use their own spaces. You cannot combine them. You can only exit full screen for them to be on the same Desktop.
