Unable to make a purchase

I’m trying to make a purchase on a game I’m playing. It says it cannot be completed, to go to apple/help.

I did check to make sure my payment info is correct.

iPad, iOS 12

If you are getting a message to contact iTunes Support have you done so ? If not you should : http://www.apple.com/support/itunes/ww (click on your country's flag, the country where you live, and which is therefore the country on the account ; click on Contact Support towards the top right ; click on Get Help under 'Talk To Us’)
