Help troubleshooting progressive Mail (and Safari) dysfunction?

If I reboot my MB pro (13", Mojave, 10.14.5, 8GB) new mail will download and the outbox will empty. From 1-10 minutes later, outgoing mail doesn't leave outbox, 5-15 min later incoming mail is problematic. 5-20 minutes after that web pages load slowly or not at all. Reboot and things start to work again. MacOS reinstall (not clean) did not improve things. Other machines are not affected.


Any ideas where the problem might be? Hardware? Memory leak?

Try a safe boot.

Shutdown your machine.  Hold down the shift key.  Poweron.  The boot up will take longer than normal because the filesystem on the startup drive is being checked and repaired as needed.   All about safe mode including what features and apps safe boot leaves out.  Safe boot uses a software driver instead of using your machines video hardware.
