Do the screen time settings set for a child's phone adjust to the time zone their phone is in?

Yes, if their Date & Time is set automatically. If you have downtime set for 8:00 pm it would base that downtime that the device is set to. If they set their time manually then it won't base the downtime on the time zone but the time the device is set to.
