Dears ,,

I can't sign in iCloud account on my apple tv usually i see this message

"Unable to sign in, could not communicate with the server, for more information, go to http://www.apple.com/support/icloud/ "

I can't resolve this problem so if someone have any solution just tell me.

That is correct, you aren’t going to be prompted for a code because you are using an older device. You need to enter the password, then request your code using your trusted device (see link), and then add that code to the end of the password.
