iPhone Reboot / Sign in to iTunes Store

For the last couple of months, almost every time I reboot (shutdown / restart) my iPhone X, I am asked to "Sign In to iTunes Store" when I try to open 'some' apps. The most inconvenient part of this is that one of the apps is 1Password, where I store my iTunes / Apple password. Hence a bit of a Catch 22 when I need a password -- other than the password keepers password -- to get into the password keeper (still with me?). Facebook is another app that wants me to login to iTunes, as is the Settings app.


An additional piece of info is that if my iPhone goes to sleep and I then lift it, on the screen is a message:

(!) APPLE ID VERIFICATION

Enter your Apple ID Password


What I'm usually forced to do is go to my iPad and open 1Password and text myself the password (un-secure). After I login to iTunes, I don't have any more problems until the next time I reboot. I never have this problem on my iPad, or any of my three Mac minis.


I have found the following support doc, that seems similar, but iTunes does not prompt me that there's something wrong with my iPhone, and there is no option to 'reinstall iOS'.


This seems like it could be a common problem, but poking around I don't find a solution. Can anyone help? Thanks!
