Where do I find the frame exported using "Export Frame to Pictures"?

Adding to my previous post: There is no "Export Frame to Pictures" command in iMovie. That command is found in the Photos app. In iMovie you share to Image and the shared image will be found at whatever destination that you designated.
If you used the Photos app to "Export Frame to Pictures" the frame will be found in your Pictures folder in Finder at Go/Home/Pictures.
