Disk has 944 GB free, but Boot Camp says "The startup disk does not have enough space to be partitioned"

I upgraded my 5k iMac to a SATA SSD + PCI SSD fusion drive (APFS), installed Mojave, restored from a time machine backup.

I would now like to install windows but I can't get past the first step because it says I don't have enough space, but I have over 900 GB free

I tried clearing time machine snapshots and this did nothing.

I also spent plenty of time searching this forum but the threads end with no answer or don't apply to me.

I really appreciate any help

BC Assistant uses the disk designated as ‘Secondary, Aux Use’ to partition the disk for a Windows partition. In your case, the 27GB SSD should be Main, not Secondary. Was this Fusion container manually rebuilt?

it was, since the original fusion drive was an apple blade ssd + mechanical hard disk, and this one is the apple blade ssd + sandisk ssd. was there a way to designate the blade ssd as the main drive? the instructions I followed didn't mention this. I don't mind remaking the fusion drive and reinstalling, if I can fix this issue in the process. thanks for your help!

edit: I think I found the solution? I looked up a different set of instructions and in it they specify that the faster drive (the blade ssd) must be listed first when creating the fusion drive. I have no idea which I typed in first so this may have caused the issue.
