Struggle with the known issue on Windows 7 x64.
"Keep Originals" method suggested @ https://discussions.apple.com/thread/8371974 does not work for me as I cannot work with photos in HEIC and videos in HEVC formats.
Could you suggest a good way to overcome the issue please?

Change the settings (on the device) to use the more compatible file formats for image and videos.
Look online for some conversion software. Don't spend money.
You'll soon need to upgrade from Windows 7 because Microsoft will soon stop supporting it.
I am OK with new formats, but don't want to upgrade Microsoft product because of Apple :)
I will try several software converters and provide feedback here.
By the way, is there a chance of getting "A device attached to the system is not functioning" fixed soon?

This seems to be a core issue of the iPhone, doesn't it?
The new formats are they way to the future but it seems your Windows 7 OS can't play along.
Upgrade to Windows ten. You'll have to soon anyway.
