Why does the supplied type C, charging cable, feel sticky, powdery and leaves white residue on my hands?

Just bought a brand new MacBook 12-inch, 2018 in a sealed box ( MNYG2ZP/A) on 06th August 2019, from an official reseller.
Why is the supplied type C, charging cable, feels sticky, powdery and leaves white residue on my hands upon touching. Running it on my bla ck t-shirt also leaves a visible white line on it.
Upon returning it to the reseller, on 07th August 2019, I was told that it is normal and I‘m the first person, ever to complain about a cable being sticky and powdery.
After insisting that is not normal, they reluctantly gave me a new similar cable as a replacement but the problem persist, and was finally told that, there must be a reason for it to be the way it is, without elaborating further.
As a last resort they agree to have it sent to an Apple authorised repairer for verification.
Today, 09th August 2019, I received an official report from the repair centre that they are not able to replicate the problem and concluded that there’s nothing wrong with my cable and returned it to the reseller for me to collect it back.
Upon ‘Googling’ I realised that there’ve been numerous postings with similar grievances since 2015..... are the people in the community still having similar problems in 2019?
......or they had long given up and bought, an ‘Anker cable’ , and forget about it.
*( ...never had similar issues with my MagSafe 45W cables even after 9 years )
