Apple Card Unavailable
When I open wallet and press continue, I am told Apple Pay services are unavailable, try later. Later hasn't resulted in success.
Before you ask:
1) I was invited.
2) I do have IOS 12.4
3) I did restart my phone

I did everything mentioned here and it wasn’t working. Then I did one more change and it worked. Voila!
go to settings on your iPhone, search for Language, it will take you to a page where you can set Language etc. at the bottom of this page there is a Region. This needs to be set to United States. Mine was set to another country but once I changed it, clicking on the invite worked seamlessly.

This worked for me after trying all other steps on my iPhone: go to Settings - General - Language & Region. Make sure to indicate English as language and United States as region. No need to reset iPhone!!!!
I’m having the same issue since August 8 when I got the invitation email, already called apple service support twice, even them don’t know why.
They said it’s happening with some people and they’re working on that.
i see we gonna need to wait until the service gets fully released to have access.
It appears to be happening to those of us who sign into apple services with different apple ids for store versus icloud. Which are both "apple ids" according to iOS but not to Apple Card preview (which appears to want your iCloud Apple ID).
Hello, This happened to me and one possible solution is to verify that the email you received the invite from is the same account/email that you are signed into on your iPhone for iCloud. I for example have my Gmail forwarded to iCloud email, and when I clicked on the invite it failed because I was not invited by my iCloud account but rather from my Gmail.
Had the same issue. Response from Apple Support "Hello there, help is here! Thank you for your interest in Apple Card. We want to be sure you are able to complete the application process.
First, do you have any device management profiles installed? To check this, open: Settings > General > Profiles.
Also, are you able to try applying with a different Wi-Fi or cellular data network?"

I have IOS 12.4 the latest update,
I am in the US, and always have been. Personal VPN is "Not Connected"
I am signed into iCloud.
No information at that link about how to get around this problem. Links to support refer to Apple Pay questions, not Apple Card application problems.

How can we solve that?
Sign in with your iCloud Apple ID.
I've signed in with iCloud Apple ID, which is what is used for store purchases as well - and where the invite was sent to - and I get the same unavailable message.
I am facing the same issue, it is not allowing me to go past the continue screen.
