When I open wallet and press continue, I am told Apple Pay services are unavailable, try later. Later hasn't resulted in success.
Before you ask:
1) I was invited.
2) I do have IOS 12.4
3) I did restart my phone
iPhone 8 Plus
I did everything mentioned here and it wasn’t working. Then I did one more change and it worked. Voila!
go to settings on your iPhone, search for Language, it will take you to a page where you can set Language etc. at the bottom of this page there is a Region. This needs to be set to United States. Mine was set to another country but once I changed it, clicking on the invite worked seamlessly.

I am in the US, and always have been. Personal VPN is "Not Connected"
I am signed into iCloud.
No information at that link about how to get around this problem. Links to support refer to Apple Pay questions, not Apple Card application problems.

I've signed in with iCloud Apple ID, which is what is used for store purchases as well - and where the invite was sent to - and I get the same unavailable message.
I am facing the same issue, it is not allowing me to go past the continue screen.

I have the same issue, I also have two factor enabled as well.
I have the same ID for both.
Ooops... no, my iCloud email is different from my ID. How does one change them?

I have the same issue with my IphoneX.
But the funny thing is, I applied it with no problem in my Ipad (2018 model). But cannot add to my iphone wallet.
