iTunes can not burn cd not enough access privileges for this operations

Try right-click > Burn Playlist to Disc from the playlist name in the sidebar over File > Burn Playlist to Disc. The file menu method seems to have been broken for some time. Might pay to test with some erasable discs first. Note you cannot burn content that is in the cloud or comes via an Apple Music subscription.

Hmm. Try right-clicking the iTunes shortcut and using run as administrator. Alternatively you may need to remove and reinstall iTunes. See Troubleshooting issues with iTunes for Windows updates for details.

Could the issue have started after a Windows update? There is now an iTunes 12.10.0.7 which may or may not work better for you.

This does not work. I am still being told I do not have privileges. I did reinstall itunes. I had no problems a week ago and I did not change any settings. The music I am trying to burn is on my hard drive.

This method did not work for me. What else to try?

Most likely. Windows constantly updates. I'll give that a shot. Thanks.
