So I spoke with apple support for about 25 minutes. I am on 12.4 and this is effecting apps that I downloaded on a different Apple ID. They suggest to uninstall any apps that aren't under your purchased tab in the app store and re-download them to your apple ID. I am going to try this later.

This problem appears to be related to multiple signon IDs. Solved problem by signing off iTunes and App Store in Settings, and then signing in not with my Apple ID (which had been working fine for the past several years), but with my much older signon name and password previously created for Apple iTunes. Not necessary to remove and reinstall apps. {iPhone 7 running iOS 12.4}
Some apps update and some don’t because of the message. I deleted and reinstalled - does result in loss of history, but was worth the pain for an update
there is definitely some bug with an iOS update that apple needs to fix ... i had to do this reinstall for 7 apps
It looks like I resolved my issue by signing out and back into my account under iTunes and App Store in Settings.
That also did not work for me. App Store Support finally said I had to reinstall all the apps this was affecting. That's almost 20 apps, so I'm not happy about this!
Apple is the villain, in that one cannot mesh multiple apple IDs into one. I solved this problem by signing out and then signing back in under another one of my THREE IDs (that cannot be combined).
I have the same issue. I'm currently unable to update any apps, whether I try to Update All, or pick them individually to update. I get the same message no matter what. I can click Cancel or Buy, but the message just pops back up. This started a day or two ago.
Thanks. I"m just going to hope Apple fixes this. It's ridiculous, I have no idea what the old sign on would have been and I don't want to lose data. The cynic in me thinks that Apple is doing this on purpose to get people to buy iCloud storage.

Google Earth came with my iPhone.. so not sure how that fix relates?
It's random - I was able to update 3 out of the 6 apps. I am unable to update 3 (e.g. Waze, Linked In, etc.) because of the 'the discounted price ........ click buy" message

I have tried logging out, then back into iTunes and the App Store. That didn’t help. And when I press the app icon to uninstall it, a menu now pops up instead of the “X.” I’m stuck!

I have the same problem. I cannot tell which app is causing it but as far as I can tell, they are all causing it. I have no idea what "apple ID" was involved because i've had some of these for ages, some are new. All I know is updating apps has never been a problem in the past.
