unable to update free apps

getting this message whenever try to update free apps "this discounted price is only available to customers who own a previous version of this item. to purchase this item at full price, click buy."

So I spoke with apple support for about 25 minutes. I am on 12.4 and this is effecting apps that I downloaded on a different Apple ID. They suggest to uninstall any apps that aren't under your purchased tab in the app store and re-download them to your apple ID. I am going to try this later.

This problem appears to be related to multiple signon IDs. Solved problem by signing off iTunes and App Store in Settings, and then signing in not with my Apple ID (which had been working fine for the past several years), but with my much older signon name and password previously created for Apple iTunes. Not necessary to remove and reinstall apps. {iPhone 7 running iOS 12.4}
