App updates

Getting a prompt when attempting to update app, "This discounted price is only available to customers who own a previous version of this item. To purchase this item at full price, click buy."

I've hit "buy" which only brings up the same prompt, this pops up on the update all as well as for by individual app I am trying to update.

What seems to be the issue and the workaround?
