iCloud photos syncs but no new photos

When I log into iCloud and go to 'photos' it indicates that the last sync was one minute ago yet none of the photos or videos that I made on my iPhone over the past twelve hours are showing up in iCloud.

My iPhone has WiFi access and in settings iCloud Photos is 'on'. I have restarted my iPhone several times and still the most recent photo on iCloud is one I took twelve hours ago. Any suggestions on how to remedy this situation would be greatly appreciated. Thanks in advance.
