why I can't free up my iCloud Drive?

My iCloud is full and I want to clean it up. I try to clean all document in iCloud Drive, but after I delete all, they are still visible full of storage.

iCloud Storage Issues I have deleted documents directly from iCloud storage and it still shows that my iCloud is full. I have cleared the "recently deleted" files. Once i sign out and sign back in documents that were perviously deleted return. How do I clear my storage?
