All icons disappeared on my iPad Mini 4

All icons disappeared on my iPad Mini 4. That includes the Settings icon so I cannot restore the icons from there. Is there a fix? Thanks.

Let's reboot your iPad:

Press and hold BOTH the power and home buttons at the SAME time (keep holding past the swipe to power off) until the Apple Logo appears, then let go.

You can’t delete some of the basic apps with settings being one of them. Try a forced restart by holding the power button and the home button until you see the Apple logo.

I was in an app called Happy Color and the screen froze. I closed the app and that is when all the icons disappeared. The home page has my wallpaper picture only and no icons. When I scroll to the next screen there is no icons. Thanks.
