Macbook OS 10.14.5 can't open jpg attachments sent in Mail

Sometimes when receiving jpgs in Mail written under neath is "downloading" but I can't open them no how and have asked senders to send again differently which usually works. Recently this happened with photos sent from a Samsung phone which I assume is Android. I can't seem to drag them out of the email to the desktop to open with Preview.. I'd like to solve this once and for all. HELP!

I've had a couple like that and they never did download. It has to be something on the sender's end. I've contacted the senders and asked them to zip the image files and send the zipped file. That always makes it thru for me

Thanks - yes it's usually the sender that has to solve the issue for me too. I'm hoping there's an app or something i can use to solve this. But thankyou for the suggestion. If all else fails....lj
